Arlington, VA — June 26, 2026 — The Election Transparency Initiative (ETI) today called on President Donald Trump to VETO the bipartisan housing bill after the U.S. Senate adjourned without passing the Safeguard American Voter Eligibility (SAVE) Act, leaving no opportunity for Congress to deliver the election integrity legislation before the President’s constitutional deadline to act on the housing measure.
“President Trump gave Congress every opportunity to act,” said ETI National Chairman Ken Cuccinelli. “The Senate chose to leave Washington instead. If election integrity truly is a national emergency—as the President rightly said—then the housing bill should be vetoed.”
Earlier this week, President Trump delayed signing the housing bill to give Congress an opportunity to pass the SAVE America Act, legislation requiring documentary proof of citizenship to register to vote in federal elections. The President’s decision was widely praised by election integrity advocates, who viewed it as a clear demonstration that protecting American elections was a legislative priority.
With the Senate now in recess and no action taken on the SAVE America Act, ETI said Congress has effectively closed the window for passing the legislation before the President must decide whether to sign or veto the housing bill.
“The President made a commitment not only to Congress, but to the millions of Americans who believe that only American citizens should vote in American elections,” Cuccinelli continued. “Those Americans understood that delaying the housing bill wasn’t symbolic—it was leverage. If the housing bill becomes law without the SAVE Act, the opportunity to secure this critical election reform will have been surrendered.”
The SAVE America Act would require documentary proof of U.S. citizenship to register to vote in federal elections, while preserving state administration of elections and providing states with flexibility in implementation. ETI has consistently supported the legislation as a commonsense safeguard that strengthens voter confidence by ensuring only American citizens participate in federal elections.
“The grassroots stood with President Trump because he stood with them,” Cuccinelli concluded. “Congress has now made its choice. The President has the opportunity to keep his word and demonstrate that election integrity is more than a talking point. We respectfully urge him to veto the housing bill until the SAVE America Act reaches his desk.”
