California Voters to Decide Voter ID in November Ballot Fight
The initiative moves forward as voter identification continues to receive overwhelming bipartisan support nationwide.
Arlington, VA — March 9, 2026 — The Election Transparency Initiative (ETI) welcomed news that a California voter identification initiative has cleared the signature threshold required to qualify for the statewide ballot, setting up a high-profile November showdown between voters and Governor Gavin Newsom over election integrity policies. The development comes amid growing national attention on voter identification policies, which polls show are supported by more than 80 percent of Americans.
Organizers of the measure announced they submitted more than 1.3 million signatures — well above the roughly 875,000 required to qualify a constitutional amendment for the ballot. If approved by voters, the initiative would establish voter identification requirements and strengthen procedures to ensure only eligible citizens participate in California elections.

Public opinion data consistently shows overwhelming support for voter identification requirements across the political spectrum. A recent Gallup survey found “84 percent of Americans support requiring voters to show photo identification”, including strong majorities of Republicans, independents, and Democrats. Similarly, research from the Pew Research Center shows that “more than eight in ten Americans support voter ID requirements”, again cutting across party lines.
The White House has also pointed to the broad bipartisan support for voter identification policies as a reason Congress should prioritize election integrity reforms.
“When more than 80 percent of Americans support a policy — across political parties, regions, and demographics — it’s no longer controversial,” Cuccinelli said. “It’s common sense. California voters now have an opportunity to bring their state in line with the clear national consensus supporting voter identification.”
ETI noted that the California ballot effort comes amid a broader national discussion about election safeguards, including federal legislation such as the SAVE Act, which would require proof of U.S. citizenship when registering to vote in federal elections.
“Americans want elections that are both accessible and secure,” Cuccinelli added. “The momentum behind voter ID policies across the country shows that voters expect both.”
Signature verification by county election officials will determine whether the measure officially qualifies for the statewide ballot later this year.
